This platform is run by the Lights in the Dark international association, which announces the Good News on the Internet and whose mission has been encouraged by Pope Francis.
The initiative exists since the conclave of 2005 (sending the names of cardinals by email, in a rather tedious way!), before Light in the Dark took it over effectively in 2013 with a dedicated platform (read these fioretti).
